First records of what will eventually be known as a "special" or a "mage".
Year 2016
The occurrences of "specials" triple in the USA by this year. Aside from observing that symptoms never appear before the onset of puberty, doctors cannot pinpoint a cause. There doesn't seem to be any other common bond between the afflicted. All of the "specials" they can find are taken to research facilities all over the world. The luckier ones survive the testing. The luckiest ones don't get caught in the first place.
Year 2017
Doctors discover a common thread - a defect in a typically unused portion of the brain caused by a genetic mutation. What triggers this inactive part of the brain to suddenly activate varies from person to person. For some, it's head trauma. For others, it's a condition they're born with - something as simple as being left-handed to something complex like cerebral palsy. The mage mutation, plus a trigger, is giving people special powers. The origin of the mutation itself is still a mystery.
Year 2018
It would seem the mutation is hereditary, but doctors are not 100% sure. Some parents have the same mutation (untriggered), and some do not. All surviving patients are released when funding for research is cut off. Rumblings of war start at the far corners of the earth. Panic sweeps the nation as regular people let their fear of the unknown take control.
Year 2019
The new world war is short but widespread. The entire world population is cut in half in a matter of months. When the war ends and the dust clears, mages choose to segregate themselves from the regulars. They take up residence in ghost towns, abandoned camps, and the like, while regular people start rebuilding their hometowns. The hometowns that are salvageable, that is.

Accessible to both halves is a beautifully clear and pure lake. It is so named because of the perfect reflection of the sky on the still surface. Fishing and swimming are safe. The mountain stream feeding the lake is cleaner than the water they ration out in town.
